
Shirley K. Albritton, PE, PMP, is the Vice President of Department of Defense Programs and Services with the National Institute of Building Sciences, a congressionally chartered non-profit organization.
Prior to joining NIBS, Shirley was a Program Manager at Deloitte’s Government and Public Sector providing dynamic services and solutions to Department of Defense and state and local clients. Shirley helped advise and develop solutions for clients on key topics such as critical infrastructure planning, risk management, construction compliance, AI-enabled asset management, and deploying new technology across the construction sector. Shirley supported numerous military hiring and training programs including Hiring our Heroes and the Army’s Training with Industry program.
With more than a decade of leadership experience in the built environment, Shirley specializes in facilities construction, disaster response recovery, and operations management. She previously served as a project manager and construction project controls lead at Jacobs, supporting numerous clients including NGA, NAVFAC, and Architect of the Capitol. As an active duty US Army Engineer Officer, Shirley conducted a variety of engineering planning, design and construction missions with the USACE North Atlantic Division, USACE Israel Area Office, and 4th Engineer Battalion in Colorado.
Shirley earned a Bachelor of Science in Civil Engineering from the United States Military Academy at West Point and a Master of Systems Engineering from Embry-Riddle Aeronautical University. Shirley is a member of the United States Military Academy Civil Engineering Advisory Board and a graduate of the Society of American Military Engineers (SAME) National Leader Development Program.
