The 2018 NEHRP reauthorization (P.L. 115-307) included a heightened focus on achieving community resilience. In response to the reauthorization’s requirements, FEMA and NIST issued a Joint Special Report to Congress titled Recommended Options for Improving the Built Environment for Post Earthquake Reoccupancy and Functional Recovery Time. Over the past few years, significant progress has been made in defining functional recovery, a philosophical shift in design strategy that prioritizes rapid recovery and building re-use after severe natural disasters.
